Palestinian man is a tour guide leader, and was trying to take his group to show them the situation of Palestinians living in H2 Hebron. I took this video yesterday, before we started our patrol through Tel Rumeida and the Souq.

Sometimes the soldiers manning the checkpoint let people through, and other times they demand the Palestinians show special numbers on their ID documents and only those with certain numbers are let through. The numbers are given only to people living in that area so other Palestinians- the residents' family members, friends, even a plumber or this tour guide- are blocked from coming in.
These restrictions are enforced and waived randomly, and sometimes the soldiers do not search people at all.
The purpose is harassment, not security.

Palestinians in certain areas of H2 are also not allowed to drive cars and they face military law, even though they are civilians.

There were two men who were talking when this video was taken, and the speaker asked them to be quiet.
Also, the checkpoint we were standing at is called Checkpoint 56.
